Under the high attention of the leaders of Zhongyang, the state and local governments have issued relevant industrial policies to support and promote the development of the parking industry. This report mainly elaborates on two aspects, the first is the promotion and implementation of the policy, and the second is the specific work development.

1. National level: the policy system is basically perfect

In the second half of 2015, seven ministries and commissions jointly issued the "Guiding Opinions on Strengthening the Construction of Urban Parking Facilities", which is a new beginning and aims to promote the development of the parking industry. The policy takes industrialization as the core, and the main point is to define the properties of parking lots in a relatively rational way. It believes that parking lots should be commercial real estate paid for by individuals, and their development should be solved by social capital or through industrialization, not by means of industrialization. It is regarded as the accumulated public goods and public services provided by the government. Under the promotion of this policy, the Ministry of Housing and Urban-Rural Development, the Ministry of Land and Resources, the Ministry of Public Security and other relevant ministries and commissions have also formulated a series of relevant policies according to their own functions, and have issued relatively complete and targeted policies from various aspects such as planning, construction, and management. :

2. Local level: accumulate and forward and formulate implementation plans, rules and measures

Driven by the above-mentioned series of national policies, local governments are also actively forwarding them, and have formulated more specific implementation plans, implementation rules and implementation measures. From September 2015 to February 2017, more than 80 cities in 31 provinces across the country issued 150 policy documents to promote the development of the parking industry. This phenomenon has two characteristics in general:

Large, medium and small cities, the eastern, central and western regions are all blooming; the relevant policies of some provinces and cities are systematic and maneuverable.

3. Innovation and improvement of local policies

  Innovation:

1) PPP mode

Several provinces and cities have issued special PPP implementation plans and the specific operations of PPP plans, emphasizing operability.

2) Discounts and tax reductions

The measures introduced by some cities, such as reducing or exempting urban infrastructure supporting fees, and reducing business tax, are all very feasible.

Four aspects that need to be improved:

1) Overall thinking and construction emphasis

Some cities have insufficient understanding of the state's emphasis on solving the problem of parking difficulties in residential areas first and still need to be further improved.

2) Land management assignment

Although some cities have issued special land transfer management measures, most cities have mentioned that the nature of the land should not be changed as much as possible, and the floor area ratio should not be included to support the development of parking lots in order to support the development of parking and reduce the procedures for land approval as soon as possible. building.

3) Construction subsidies and commercial construction

There is still a certain gap between some specific policies in some cities and the characteristics of the small-scale, relatively scattered layout of parking lots and the policy characteristics of subsidies for mechanical three-dimensional parking facilities.

4) Project approval

There are still many cities that have not issued special approval measures for parking facilities, which urgently need to be further improved.

In terms of specific work promotion, my country has formed a relatively powerful system to ensure the work process. At the national level, after the National Development and Reform Commission issued the policy guidance, with the approval of the State Council, it issued the "Key Points and Task Division of Recent Work to Accelerate the Construction of Urban Parking Lot", which has a strong binding force. The local government not only announced the main points of work and the division of tasks, and established a leading group, but some cities have incorporated the construction of parking facilities and the improvement of parking problems into the performance evaluation system, thus strengthening the construction of parking lots.

​ Overall, we are still in the process and have not fully achieved the expected results. There are still some problems:

The policy still needs to be further improved, and the last mile of the policy needs to be opened up. The operability of relevant policies needs to be further refined.

There is still a certain disconnect between construction emphasis and actual demand, which is far from the original intention of our policy. Especially for the basic parking problem in residential areas, because of its own complexity, it has not been solved.

At present, parking construction is mainly based on state-owned capital and policy funds, and social capital has not yet entered effectively. This is still a certain gap from the initial system design that should play the main lever role of government investment and play the main role of social investment.

The enforcement of illegal parking is not yet in place. Only when the illegal parking management work is in place, can the entire parking environment be improved.

Therefore, around the above-mentioned issues, the following work still needs to be done:

It is necessary to refine and improve the investment, and get through the last kilometer;

Realize the normalization and strictness of parking law enforcement to ensure effective demand;

Promote the demonstration work of pilot projects such as old communities and PPP models;

Strengthen policy interpretation, experience exchange and training.
